PMAC CSA 11 Subcommittee — Meeting Minutes
Meeting Type: Inaugural Meeting
Purpose: Improve communication between the CSA 11 community and the county regarding the local water system.
1. Governance, Mandate & Process
Subcommittee Role: The subcommittee is a temporary, phase-based body that will dissolve once the official County Advisory Committee is operational. Its sole purpose is to identify and recommend candidates; it does not serve as the advisory body itself or make final selections.
Appointment Process: Recommendations flow through a three-step pipeline:
Subcommittee Identifies Candidates⟶PMAC Subcommittee Recommends to County⟶County Makes Final Appointments with PMAC engagement
County Dynamics & Community Leverage: The county (under new DPW Director Tory Newman) retains final appointment authority and veto power. However, attendees noted that Proposition 218 requires a majority ratepayer vote for rate increases, giving the community structural leverage.
2. Committee Composition & Criteria
Structure: The future advisory committee will be self-governing (establishing its own bylaws, meeting schedules, and term lengths). A size of 5 to 7 members (an odd number for quorum) is preferred, using CSA 7’s bylaws as a model.
Categories & Representation: Potential seats include residential ratepayers, property owners (distinguished from ratepayers), commercial business owners, a school district representative, a PMAC member, and an at-large member. Note: An agricultural category was dismissed as no agricultural lands fall within the CSA 11 boundary.
Candidate Profile: The group agreed to prioritize an open, transparent outreach process before formally nominating specific slates. Desired candidate qualities emphasize open-mindedness, willingness to learn, community engagement, and bilingual capabilities rather than strict technical expertise.
3. September 1st Community Event & Outreach Strategy
Event Format: A community educational and social meeting is confirmed for September 1st. The format will feature a brief 10–20 minute factual overview of CSA 11 history/status, followed by open social time with food to build relationships and collect interest forms.
Key Decisions:
While county input is valuable, this specific event is intended as a relaxed space for residents, with plans to formally invite county representatives to subsequent meetings.
Heather McEvoy from CSA 7 will be invited to share their advisory committee framework as a model.
Outreach Channels: To counter historically low turnout from previous efforts, the group will prioritize face-to-face engagement, supplemented by a county-funded mailer, Nextdoor/Facebook posts, town signs, bulletin boards, and radio spots.
4. Outstanding Community Concerns
Firehouse Water Usage: Concerns were raised regarding unmetered county water usage at the firehouse construction site, which needs to be formally addressed with the county.
Trust & Transparency: Past rate increase proposals failed due to a lack of transparent county dialogue. Unresolved financial line items must be tackled directly by the future advisory committee to rebuild community trust.
5. Upcoming Meetings
July 14th: Next regular PMAC Meeting (process update and outreach plan presentation).
July 21st (Tentative): Next Subcommittee Meeting (to review and finalize talking points, flyers, presentation drafts, and RSVP forms).
Current Challenges & Risks
Trust Deficit: Key community resource figures possess critical institutional knowledge but are hesitant to participate due to past friction with the county.
Data & Parameter Gaps: The county's CSA 11 boundary map is reportedly inaccurate, complicating outreach targeting. Additionally, undefined committee parameters (term lengths, precise seat counts) make recruitment messaging difficult.
Aggressive Timeline: The county is pushing for rapid formation, but a proper community-driven outreach process requires a 6–8 week buffer.
Action Items
