Consent Agenda:
Motion to adopt consent agenda (Current agenda and Minutes from Nov meeting) – Motion proposed by Rose – seconded by Horn - Approved unanimously.
Augustine mentioned the Nov meeting minute corrections.
Regular Agenda:
Kathleen Moazed (legislative Aide for District 3) – SMC BOS approved new generator for the PES ($500k). (May be an alternative fuel solution version). Horn asked about capacity. Talbot to consolidate questions for Kathleen.
Pescadero Community Microgrid Project – BOS approved $3.5m for this project. Largest project of this type in the state. 3-5 years to bring this to fruition.
Kudos to Irma Rodgriguez Mitton from Arriba Southcoast on all her hard work to make this happen.
Rose asked if the PES generator can be hooked up to the microgrid (No, based on generator specific repurposing guidelines)
SMC Sustainability Department: Lizzie Carrade Stein – Special Districts Program Manager

Erridge – Has this been communicated to the community previously? No – Republic had this change built into their contract with SMC.
Rose asked for the contract length (5 years).
Horn asked about the recent theft (No one has been caught, security features are being reviewed)
Augustine mentioned that this change impacts more than just inconvenience.
SMC Farm Labor Housing Loan Program Update: Alejandro Segura – Housing and Community Development Specialist
A zero-interest loan to farmers and agricultural landowners to provide housing for very low-income farmworkers in San Mateo County. Program Supports Agricultural operators and landowners help retain and recruit essential farm laborers. Provides safe, livable and affordable housing opportunities for essential farm laborers.
Key Updates: Increase per property Max Loan Amount to $250,000 for Phase I
Increase the maximum loan amount under Phase I from $100,000 per property to $150,000 per property with a single unit being rehabilitated and up to $250,000 per property with more than one unit being rehabilitated.
Decrease the allowable loan term to 20 years, allow partial pre-payment of the loan, and align all loan restrictions with the loan term Allow prospective borrowers to select a loan term between 20 and 30 years. Allow partial prepayment of the loan principle, but in no case can the loan principal and term be decreased by more than 50%. Restrictions to align with loan terms include: The ‘Eligible Farm Laborer’ requirement 30% of farm laborer’s gross income affordability requirement
Requirement that units must be rented to farm laborers for the life of the unit
Continued Community Outreach via Office Hours: Office Hours will be offered in Half Moon Bay to meet prospective applicants where they are and provide them with an opportunity to learn more about the program at their own convenience. Horn – How many Southcoast farmers have applied for this program? (5 in Pescadero & 1 in HMB)
Rose – Can Beekeepers apply? (Yes, if they meet the program requirements)
SMC Parks Department: Nicholas Calderon – SMC Parks Director
Nicholas gave a historical background of the Pescadero Community Space (Plaza) and recognition of the community driven steering committee. Detailed data around how the community was engaged and changes made to the designs as the process progressed. Design documents are at 35%. 65% allows move to CEQA and Coastal Development permit. Construction mid 2027 with completion and opening in mid-2028.

Irma Rodriguez Mitton mentioned how cool the library kiosk is.
Councilor Comments:
Horn – How will you maintain focus on this project with your new position? (TBD on who will replace Nicholas).
Augustine asked for clarity on the open date. (Construction mid 2027 with completion and opening in mid-2028)

SMC Countywide Transportation Plan Update: Patrick Gilster – Director Planning & Fund Management
C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. SMCTA manages Measure A and Measure W local sales tax revenues to help fund, plan, provide technical assistance, and deliver transportation projects across San Mateo County. The Countywide Transportation Plan (CTP) creates a vision for the future of transportation in San Mateo County, sets priorities, and guides decision-making at C/CAG and SMCTA as they plan, fund, and help deliver local and regional transportation improvements.

Counselor Comment:
Erridge asked that the county review new ways of moving people vs. relying on the traditional modes of transportation.
Horn reiterated the work that had been done by the Leadership Council project has done.
Rose mentioned equitable solutions for our area.
Talbot mentioned safety issues that should be addressed and collaborating with the LHPUSD for student access to local community colleges.
Augustine articulates the feeling that our area of the county is missing in the plan. Also, bike club safety and impact to local traffic.

Krystlyn Geidt stated that the HMB Chamber of Commerce supports the project
Council Comments:
Horn supports the letter of support – Rose motioned to approve the letter as written, seconded by Horn, unanimously approved.
Council Meeting Location:
The PMAC has officially moved to the LHPUSD Boardroom, but our current bylaws require a motion to move the venue if the venue location isn’t noted in the current bylaws. Motion by Erridge to hold the Jan 13th, 2026, meeting at this location - Seconded by Talbot -approved Unanimously.

Administrative: Horn – Clarified that with the new year, PMAC should review the board office appointments - Clarified the HMB State of the Coastside is coming up – Stated that the Merchants Meeting should survey the merchants about the CSA 11 rate increase and Stage Rd speed limits – General discussion on the date for the Merchants Meeting. Coastside Chamber offered to coordinate this meeting. Rose supports having a meeting. Talbot supports. Augustine proposed the “Special Meeting” for Jan 27th. Horn agreed to initiate with the businesses and other supporters.

Education: Rose mentioned the LHPUSD Winter Break and our student’s performance at this years “Hoop Dreams”.

Parks and Recreation:
Erridge mentioned the PCS Steering Committee Meeting – Attended the Arriba Southcoast sponsored King Tides hike.

Irma reiterated what was discussed during the King Tides hike.
Transportation:
Erridge mentioned the Caltrans “Micro Alignment” “Environmental Assessment” on Hwy 1 at Pescadero Creek Road – Horn made additional comments about how the meeting was held.

Irma mentioned that they are accepting comments until Dec 19th.
Utilities:
Erridge attended the SCM CSA11 meeting held at the PES. Horn mentioned he couldn’t attend. Augustine mentioned a utility fire at his previous residence on Cloverdale (15x15 yrds) that helped to extinguish.

General:

Horn mentioned he couldn’t attend and also updated Sams office that Arriba Southcoast be added to the invite list.
