Consent Agenda:
Motion to adopt consent agenda (Current agenda and Minutes from Sept meeting) – Motion proposed by Rose – seconded by Horn - Approved unanimously.
Regular Agenda:
Kathleen Moazed (legislative Aide for District 3) – SMC BOS approved to dismissed SMC Sherriff.
Question – Augustine – Who is the acting Sherriff (Dan Perea)
Question – Horn – What is the timeline to replace acting Sherriff (TBD)
Traffic work is being done around the county.
SMC Cal Fire Station59 Architect and Design:
Moazed stated that the PDU replaced the current architect as they needed a more experienced architect that can address the unique issues in Pescadero. No additional costs were incurred for the switch.
Public Comment: None
Counselor Comment: Horn had questions clarifying the architect cost. Moazed clarified. Rose asked for what is included in the updated project site. Augustine asked if we need to schedule PDU update – Erridge suggested reviewing the data and address needs next month.
Update on Upcoming CSA 11 Rate Increase Proposal: Krzysztof Lisaj (Deputy Director Engineering and Resource Protection - Department of Public Works
Current hookups: 102 (80 residential, 13 commercial 9 public orgs)

Public Comment: What is considered as secondary sources – TBD (Perhaps another well or creek draw). Question on calculation of water usage at Middle and HS. Clarification provided. Rob Skinner asked about the buy in rate for the school $18,919. Cal Fire’s buy in is TBD. $2.5m is to cost for the line extension – CSA 7 is not subsidized.
Counselor Comment: Horn – Clarification on total number of fire hydrants – clarification on customer protest to the rate hike – Structure deficit process – TBD – Aquifer study funds – Aquafer study was performed. Alternate source funds not enough and will be reallocated to main budget. Rose – 170% increase over 5 years is high, will there be a low-income assistance program – No program available. Augustine – Several questions on the finance section of the presentation. Will the current trench be repaired? – Yes. Cost of extension is not being paid by rate payers. Horn suggested adding a Housing Element link to be added to website.

Public Comment: How do wells owners remediate issues – System flushing, sanitizing and additional sampling. Any funding for educational programs to make well owners aware of potential issues – training was done during initial inspections.
Counselor Comment: Erridge - 50 plus wells mentioned is throughout the whole county, not just Pescadero. Rose asked about grants to help reduce costs for well owners – Grants are tied to one time spending such as capital projects. Augustine – what org is performing the well inspections? – EHS trained staff. What does the fee cover – 8hrs a year of oversite per water system which includes sampling monitoring, inspections, re-inspections and permit maintenance.

Public Comment: Have you looked at smaller grids for our community? – There are possible programs as an alternative option. Krystlyn – HMB City Council is also looking into a microgrid solution – There is a second proposal for HMB, but it’s not part of this Pescadero focused solution.
• Counselor Comment: Rose – Is there an opportunity to save costs in implementation by leveraging private contribution? Follow up needed. Can we connect other smaller micro grids to this solution? Yes, it reduces the overall drawing when needed. Is CSA 11 included in the solution? It would be cheaper to build a separate solar+storage solution. Talbot – what is the distance between connection sites? (Map in presentation). Erridge – Is wind being considered? Not feasible at this time. Is undergrounding the lines a PG&E requirement? Yes. Horn – Mentioned the Sept meeting with PCE. Augustine – Be aware of the impact of solar panels. Who pays for maintenance? The system owner is responsible for maintenance and is built into the cost (3rd party or PCE). How is it funded? By selling excess energy via energy markets. Does PCE need a support letter from the PMAC? Yes, PCE will craft a draft and share it with the council.
Council Meeting Location:
The PMAC has officially moved to the LHPUSD Boardroom. Motion by Rose to approve meeting at this location for the Nov PMAC meeting and move the Nov meeting date to Monday Nov 10th. - Seconded by Talbot -approved Unanimously.
Public Comment: None
Councilor Reports:
Erridge – Secured the Town Sign access and letters and numbers so that we may post our own PMAC related communications. Mentioned the ARC (Advance Resource Center) is now in the PHS parking lot. “Friends of PMAC” name change to “Friends of Pescadero,” I’m now working on the charter and will share with this board. PCS site updated with the latest design and letter of support from SMC Parks Director Calderon. Halloween candy will be handed out at the PCS site. Attended the P2Sea trail project “walk”, it was successful. Mentioned reducing the length of PMAC meetings via agenda, presentations, and potential projects discussion – We agreed to default to the motion process.
Rose – Took students to the “Forestry Challenge”. Pescadero’s two teams placed 14th and 15th. Oct 24th PHS annual Halloween Carnival.
Talbot – Teacher conferences all week (Oct 20th). Dia De La Muertos hosted by Puente at PMS.
Horn – Attended Agg Advisory and Farmworkers Commission meetings (Mobile Healthcare solution was discussed) Regenerative Agg meeting at TomKat Ranch. Attended Medical Reserve Core meeting. Attending monthly Cep meeting. Attended P2Sea trail and Memorial Park events. Discussed telecommunications with an MCC member. Attending Housing Leadership summit hosted by Puente.
Augustine – Prefers to provide Councilor Updates via categories vs all at once. Promotes community comment and engagement, also searching in past minutes.
