Meeting Minutes for Special Meeting 09/09/2025

Council Members in Attendance: Ryan Augustine, Nicholas Erridge, Cullen Rose, Dr. Kassi Talbot, Dr. Patrick Horn

6:00 PM Call to Order and Opening Business: 

  • Council chair Augustine called the meeting to order

  • Pledge of allegiance administered

  • Roll Call: Introduction of Council members

  • Open Public Comment: 

  • Michelle Ross LHPUSD Superintendent introduced herself and gave a brief update.

  • Irma Rodriguez Mitton gave an update about the community hike at Memorial Park (9.13.25) - Oct 4th (10:30-2pm) Pescadero to Sea Trail hike event starting at the Pescadero Community Space - Attended EMT meeting focused around earthquake preparedness.

  • Consent Agenda: 

    • Motion to adopt consent agenda – Motion proposed by Rose – seconded by Talbot - Approved unanimously.

  • Regular Agenda: 

    • Kathleen Moazed (legislative Aide for District 3) – Supervisor Ray Mueller may come to the Oct 14th PMAC meeting – Mentioned the 3 new SMC internes that are from Pescadero – On Friday Sept 12th the county is hosting a job fair at County offices – BOS passed an ordinance to ban sale and distribution of nitrous oxide – Responded to complaints about the closure of Highway 1 for the SC Ironman event. 

    • Dr. Horn requested a list of budget items that were passed via the current SMC budget as it relates to Pescadero. Kathleen said she would work on this. 

    • Dr. Horn requested an update on the Housing Element that SMC is working on. Kathleen suggested a separate agenda item for this.

    • Chair Augustine read an announcement concerning Station 59 – Starting the week of Sept 15th general contractors can submit a “statement of qualifications” to submit a bid proposal -deadline is Oct 27th. Public comment: Is there an update to the building timeline for the new station – unknown. 

    • Kathleen volunteered to ask the Station 59 program manager to provide an update on the project and add this as an agenda item.

  • Seaton Urgent Care services – Letter of support:

  • Board reviewed previously written letter and approved to send it as written – Using PMAC letter head and signed by PMAC Chair.

  • Public Comment: None

  • Finalizing the PMAC Bylaws and Revisit Council Officers:

  • County bylaw review process has been followed - PMAC is now functioning under these new bylaws – Discussion on modifying to address changes (grammatical errors, officers, meeting location) - Erridge motioned to accept the bylaws as written - seconded by Rose – passed unanimously. 

  • Discussion to change officers – Dr. Horn made a motion for councilor Erridge to continue as secretary – Rose seconded – Passed unanimously.

  • Public Comment: None

  • Update on Friends of PMAC Name and Charter Change:

Councillor Erridge (also Chair of Friends of PMAC) updated the PMAC on changing the name to “Friends of Pescadero” and broadening the scope of this sub project under the ‘Pescadero Community Foundation” umbrella. This proposed change is currently being reviewed by the Pescadero Community Foundation board - Erridge will update the PMAC as this progresses – The PMAC discussed this and was generally supportive of this change. 

Public Comment: None

  • Update to PMAC Website:

  • This item is included in the PMAC budget – Erridge is currently looking to move this under the PMAC’s Google Workspace account to potentially save money – Rose made suggestions to live streaming, AI inclusion and other features that would help with outreach – Lots of discussion on ideas to improve the PMAC site and tools tied to community engagement. (Interactive map, scavenger hunt) 

  • Action: Erridge and Augustine to meet to review the PMAC site and suggest changes to the PMAC board

  • Public Comment: Krystlyn Giedt of HMB Chamber of Commerce offered to help with time and experience – She also recommended “WordPress” – By posting direct on the site (agendas, minutes) this allows AI to pull this data when people search concerning Pescadero – HMB Chambers owns VisitPescadero.com and is willing to share it – SMC has a tourism site (https://www.samceda.org/)

  • Council Meeting Location:

  • The PMAC has officially moved to the LHPUSD Boardroom. Talbot motioned to approve meeting at this location for the Oct PMAC meeting - Seconded by Rose -approved Unanimously. 

  • Public Comment: Irma Rodriguez Mitton and others appreciate the move as we can now hear when online and in person

  • Councilor Reports: 

    • Administrative – Horn asked to receive an update from Ray Mueller on the PMAC Community Priority Letter and perhaps update it in the near future in conjunction with our partners. Erridge met with the MCC to collaborate on web based and email services to share common solutions. Erridge met with previous PMAC board member Rob Skinner to transition some of his duties - Erridge updated the Bike Event Form and supporting email (pescaderobikerides@pescaderocouncil.org) to help coordinate bike events that come through Pescadero – Horn mentioned that Rob is willing to help with the State of Coastside – Need to contact SMC B&P for any permits related to happenings in Pescadero – Augustine asked about recognition for Rob Skinner at the BOS; Kathleen is working on it including a plaque. 

    • Agriculture and Commerce: - Horn updated the board of his attendance at the  Agriculture Advisory Committee – Suggested a presentation to the PMAC – Horm will be attending the Farmworker Advisory Commission on 9.10.25 – Augustine attended a MROSD hosted ag meeting. 

    • Education: Rose mentioned that there used to be a County library in Pescadero – 

    • Health and Safety: Horn attended a meeting with the Dept of Emergency Management focusing on an earthquake scenario in our area. Augustine suggested developing an emergency playbook – Horn mentioned “The Great Shakeout” scenario coming soon – Talbot stated the need for clarity around opening the evacuation center at the PHS gym -Presentation suggested. 

      • Public Comment: Krystlyn mentioned that the county is working on a Coastside version of Disaster Preparedness Day.

    • Housing and Development: Talbot asked about the old Pescadero School House refurbishment – they are rebuilding the roof.

    • Parks and Recreation: Erridge shared that SMC Parks is ready to share the latest design to share with the PCS Steering Committee. Meeting set for 9.15.25. More to come. 

    • Transportation: Horn mentioned the SamCoast Shuttle process. 

    • Utilities: Erridge and Horn attended a meeting hosted by Arriba Southcoast with Peninsula Clean Energy where they gave an overview of the unique energy needs of Pescadero. This is related to the Arriba Southcoast project to secure a Microgrid for our community.

    • General: None
