03.17.2026 PMAC Housing Element Task Force Special Meeting Minutes  

Location: LHPUSD Boardroom and Zoom 6pm

Council Members in Attendance: Dr. Patrick Horn (Chair), Nicholas Erridge (Secretary)

  • 6:05 PM Call to Order and adopt meeting agenda: 

    • Council chair Horn called the meeting to order. He explained the need, purpose and roll of this task force and reviewed the agenda.

      • Public Comment: None 

  • PMAC Housing Element Task Force Chater Discussion and Adoption:

    • Chair Horn read the detailed charter and scope. The charter can be found here -https://docs.google.com/document/d/1XYK_2wjI02_PhSoYVXKA7Tf17TcETT81/edit?usp=drive_link&ouid=112876931080133994816&rtpof=true&sd=true

    • Meeting schedule (quarterly) via PMAC and Brown Act meeting structure through 2027

    • Public Comment: Irma Rodriguez Mitton requested clarity on role and commitment required to join the task force – Horn clarified the term. Catherine Perry asked who is voting on the charter- Horn responded with clarity on the need to develop the task force as a starting point. Erridge added that the charter could be reviewed once the task force is filled out. Veronica Mazariegos-Anastassiou asked about the scope – Horn responded with clarity with what the county and community should expect from this scope and charter.

    • Baring no further questions, chair Horn declared the charter as adopted and invited others to join the task force. Catherine Perry volunteered to help but did not formally join the task force.

    • Karen Curtiss introduced herself and requested to join the task force. 

    • Horn sworn in Karen Curtis to the task force.

  • Housing Element Presentation: Jeremy Levine Housing Leadership Council of SMC (HLC non-profit)

    • The presentation explained what the SMC Housing Element is, who they work with and how they can help.

    • Horn further explained other elements of the SMC HE documents not currently covered by this task force.

    • Public Comment: Rita Mancera asked what is the best way to advocate for the county to provide an update to the related HE documents. Levine suggested working with your county contacts. Dante Silvestre asked about zoning codes. Levine suggested that perhaps some of the output of this task force might address that. Curtiss and Erridge echoed the need to review zoning. Horn mention asked about community engagement with the county – Levine clarified the role of the county in engaging in with the community as a desire, but not legally mandated. Horn asked if the community can be involved with hiring the consultant that the county will leverage for the HE-Levine mentioned that it’s not likely, but worth asking for. Horn asked if there is a may for the community to notify the county of actions that they are not fulfilling the needs of the spirit of the HE- Levine responded with it would be better to work within the county structure to meet the needs of the community – Rob Skinner asked which comes first (Zoning. LAFCO, Coastal Plan, Process) and can HLC help - Levine responded with they can all happen independently and HLC would help via the consultant that the county hires. HLC doesn’t have any funding for this work. Rita Mancera asked if a pilot property would be valuable to help rezoning efforts with the County – Levin responded that this is a question for the county.   

  • County Introductions and Brief Reports:

  • Community Roundtable: 3 Categories (What do you know - What do you need to understand – What do you think is possible) 

  • Next Steps: Based on the comments from the roundtable exercise. 

    • Erridge made a motion to add to an upcoming PMAC agenda an update from county staff concerning the SMC HE and how the community can be a part of any of the decision making - seconded by Curtiss. Approved unanimously. 

    • Public Comment: Rob Skinner suggested asking the county who can the HE task force work with addressing these issues. A call to action or point of contact.

  • Chairperson Horn entertained a motion to adjourn -motioned by Erridge – seconded by Curtiss – Approved unanimously.
