  • Council chair Augustine called the meeting to order

  • Pledge of allegiance administered

  • Roll Call: Introduction of Council members

  • Open Public Comment: 

  • Consent Agenda: 

    • Motion to adopt consent agenda (Current agenda and Minutes from Dec meeting) – Motion proposed by Rose – seconded by Talbot - Approved unanimously. 

  • Regular Agenda: 

    • PMAC Officers: After discussion, by acclamation per the PMAC bylaws Augustine remains as Chair, Talbot will remain as Vice Chair, Erridge will remain as Secretary. 

    • San Mateo County Supervisor Ray Mueller’s Office: Kathleen Moazed was present via zoom but unable to stabilize her microphone. 

    • Cal Fire: Mentioned firebreaks and various related projects. Rescue vehicle at #59 up and running. Update on controlled burns in the area. 

    • Deputy County Executive: Nicholas Calderon introduced himself in his new role and briefly mentioned some of the initiatives and projects he’ll be working on.

  • SMC Libraries Annual Report: Carine Risley Deputy Director SMC Libraries / Julie Smith HMB Library Manager:

    • Counselor Comments:

      • Horn asked about bookmobile hours.

      • Rose asked about digital access to (Libby/Hoopla) programs.

      • Rose also mentioned the portable hot spot availability (now available via Puente) and the need for battery banks for charging.

      • Augustine mentioned his desire for the library to continue planning to include a ‘library kiosk’ going into the Pescadero Community Space. Augustine also asked about the ESL program (conversation club) at Puente and SSL program at the HMB library location.

  • Urban Habitat and Farmworker Housing: Amanda Chang

Farmworkers in San Mateo County provide tens of thousands of Californians with produce, dairy, eggs, meat, and flowers, but these communities are facing dire housing circumstances.

Semillas del Cambio: Advancing Dignified Housing for Farmworkers on the San Mateo County Coast, documents this crisis and provides an actionable framework for policymakers, funders, and other stakeholders to advance strong protections, prevent displacement, and advance truly affordable housing with dignity for farmworkers.

In partnership with Coastside Hope and Puente de la Costa Sur, we interviewed 22 San Mateo County farmworkers who shared how difficult it is to find permanently affordable and habitable housing on the Coastside. Farm workers reported enduring a wide range of indignities to stay housed, such as sleeping in the kitchen and facing continual harassment.

These eye-opening interviews can be read in full in our companion report. Despite all the challenges, farm workers take immense pride in their work and are steadily organizing to change their conditions. From fighting for clean water to acquiring and preserving affordable housing, farm workers are taking their future into their own hands and are calling for urgent action. Semillas del Cambio offers concrete and proven policy recommendations that directly address the continued farmworker housing crisis on the Coastside.   • Counselor Comments:

    • Horn Thanked farm workers for continuing to bring these issues to light -

    • Rose asked about who else Urban Habitat partners with – Also, how else can we help? (volunteer and donation opportunities are available) Joann mentioned some collaboration opportunities (meeting participation sharing).

    • Horn mentioned his AAC attendance and desire to work with Del Campo al Cambio.

    • Talbot asked about farm worker housing issue specific goals (tenant protections and new housing – multiple solutions are needed).

    • Augustine – mentioned ADU’s and limitations to housing (regulations and permitting). Augustine asked how many farm workers on the south coast (300-500).

    • Horn added nuance to this issue and suggested a task force (subcommittee) be formed.

    • Augustine created the ‘Housing Taskforce’ with Horn as the PMAC chair. The scope would be to bring stakeholders together to raise awareness and articulate priorities to be shared with the SMC BOS. 

  • MROSD Cloverdale Ranch Interim Public Access Project – Jared Hart / Planner

    Cloverdale Ranch purchased by Midpen in 2023 creating Cloverdale Ranch Open Space Preserve. Interest from community members in access to Cloverdale OSP Long-term public access will require comprehensive planning and public engagement. Limited interim public access to be allowed prior to initiation of long-term public access planning process. Midpen shared the location of the two new parking lots that will be created for public access.

Next Steps: Winter/Spring 2026 = Public and Stakeholder Outreach Spring/Fall 2026 = Coastal Development Permit (CDP) Process Spring/Summer 2027 = Open for Permit Access Use (hiking only). Bean Hollow and PCR are the two access points that are being developed for parking. Parking is limited to 4-10 cars daily. Permits are free. Wilbur’s Watch car parking does not require a permit. Potential for local access at the PCR location w/o permit if entering on foot. 

  • Councilor Comments:

    • Erridge asked about infrastructure (bathrooms/trash receptacles) No additions. Parking is only available for permitted parking. Signage concerning trash, flora & fauna will be added. Ohlone Portola Heritage Trail is still being considered.

    • Horn asked about transportation and partnering to connect the parks via transportation options. Perhaps in the future, like Purissima Creek.

    • Rose asked about schools having access during school hours. MidPen is open to this.

    • Augustine asked when LaHonda Open Space Preserve was purchased (1980’s). Augustine mentioned that progress is happening.

  • Public Comment:

    • Rita Mancera asked about the permit access process. A parking access code and map will be emailed with approved permit. You can also call for access (M-F). Mail option is also available. 

    • Irma Rodriguez Mitton mentioned LHPUSD Cross Country team access. MidPen is open to this.

    • Krystlyn Giedt HMB CofC asked to connect with MidPen staff concerning this preserve. 

  • Letters of Appreciation: Councilor Erridge 

    The PMAC has been talking about acknowledging all the agencies, partners, stakeholders and individuals over the years. It supports relationship building and learning at a board level.  

    • Counselor Comment:

      • Rose asked how it would work w/I the board. When does it get done.

      • Horn supported these being reviewed by the council. Add as a regular item on the agenda. 

      • Rose suggested having all counselors write the letters.

      • Augustine mentioned the value of doing this and acknowledging the recipients with a heads up to the recipients that a letter will be presented. Add this item to the ongoing agenda. Add 5 spots for each counselor to sign.

      • Horn asked to bunch recipients into thematic groupings. 

  • Public Comment:

    • Irma Rodriguez Mitton liked the idea of acknowledging recipients and adding it to the ongoing agenda. 

  • Council Meeting Location:

    The PMAC has officially moved to the LHPUSD Boardroom, but our current bylaws require a motion to move the venue if the venue location isn’t noted in the current bylaws. Augustine stated that he would start the process of editing the PMAC bylaws. Rose mentioned that he isn’t available for the Feb 10th meeting.  Motion by Erridge to hold the Feb 10th, 2026, meeting at this location - Seconded by Horn. Approved Unanimously.

  • Administrative:

    • Horn mentioned that the Merchants’ Meeting is being moved to Tuesday Feb 3rd at 6pm.

    • Erridge committed to securing the LHPUSD Boardroom as the location for this meeting.

    • Augustine mentioned the State of the Coastside is Feb 12th. Also mentioned updating the PMAC website. Asked councilors for a head shot to be added to the site and any suggestions for changes. We’re averaging ~300 site visits a month.

    • Erridge mentioned his request to SMC about updating the County PMAC linked page.

  • Agriculture and Commerce:

    • Horn mentioned inviting the AAC to present at an upcoming PMAC meeting. 

    • Public Comments: None

  • Education:

    • Talbot mentioned school/senior trip fundraising.

      • Horn asked about the school generator status and spec.

      • Talbot responded that the status is being updated. 

    • Public Comments: None

  • Health and Safety:

    • Horn mentioned tornadoes for Christmas. The Eng/Spanish maps were different and raised awareness of this discrepancy. General discussion of creek flooding and One Shoreline/RCD to review Bradley, Butano and Pescadero Creeks.

    • Erridge mentioned the sale of the lot at Butano Bridge (to RCD, eventually given to State Parks) after being repaired to mitigate flooding.

    • Talbot mentioned the fungus gnats issue at PES.

    • Rose mentioned crashing on the Dearborn Ice bridge.

    • Erridge mentioned raising this issue with DPW.

    • Augustine mentioned the flooding of the ditch on Cloverdale Rd. Irma Rodriguez Mitton will share photos for PMAC to share with the Station #59 project manager.

  • Parks and Recreation:

    • Erridge mentioned a park bench and an “update” sign being added to the site.

    • Augustine asked about the porta potties. He mentioned standing one up when it was tipped over. Call American Portables when this happens.

    • Horn mentioned trash being disposed of in the portables.

      • Krystlyn Giedt mentioned a trash receptacle business BigBelly.

  • Transportation: None

    • Horn mentioned that 82 Coastside customers were affected by an AT&T outage.
